Bug fixes

• All stringstatic functions are now type consistent. Previously, functions may have returned different types for zero-length inputs than for non-zero-length inputs.
• Fixed a bug where fixed(ignore_case = TRUE) would not actually ignore case.

• %||% is no longer exported by stringstatic. It is available in staticimports.
