Bug fixes

• repair_json_str() no longer silently swallows unrepairable JSON and returns "{}"/NULL on failure — it now raises a proper R error, consistent with repair_json_file() and repair_json_raw().
• Fixed a CRAN check NOTE about calling non-API R entry points (R_NamespaceRegistry) by upgrading the vendored Rust extendr-api dependency to 0.9.0.

Other changes

• Added Windows ARM64 (aarch64-pc-windows-gnullvm) build support and CI coverage.
• Removed unused internal Rust code (JsonRepairError::UnrepairableJson, RepairOptions::return_objects, RepairOptions::stream_stable) that had no effect on behavior.
